One Adventure: Surveillance in Toronto

The power of language

Shortly after the September 11 attacks in 2001, I met a guy 'by chance' at a payphone. He initiated conversation; I responded.

We met 'by chance' again at the same phone booth - even though there's one much closer to his building. We chatted. I figured he was just friendly and outgoing. He began to cross my path quite often - sometimes at odd times.

This guy, let's call him Jack, invited me to his rooming house a few times to play Scrabble, listen to music, and hang out. He emphasized similarities in our respective situations (we had both travelled and worked abroad for some time, were now unemployed, had similar interests, were fairly isolated, and so on). It was a strange connection.

Note: My 'fugitive on the run' mode kicked in during this period. I'd been collecting alternative news articles about the 9-11 attacks, and would photocopy and distribute these to people. I kept my bag closely guarded. Over time, however, I was no longer protecting the 9-11 materials, but instead, my notes about surveillance and harassment.

He's A Walking Encyclopedia

What struck me about Jack is how much he knows about history and war. Having travelled extensively through many countries, most of them having sizable Muslim populations (too many to recall, but places like Turkey and surrounding area, all Northern Africa, Eastern Europe, etc), he knows a LOT.

Jack is hefty and tough - he looks like an ex-army guy, strong, grizzled beard, always wears black, sometimes khakis. His behaviour towards me was threatening, at times (eg, loudly clapping his hands in my face to startle me; or saying how nice it is to 'mush brains,' right after I spoke to cops about a possible stalker following me - long story). I increasingly felt he and I were playing a cat-and-mouse game of implying that surveillance is happening to me, and that he's part of it, yet we never openly acknowledged this. Talk about subtext.

I appreciated Jack's profound intelligence, yet I partly kept in contact to find out what was going on. I felt I was under surveillance and being harassed, but had no concrete proof. Nor had I any idea who was doing these things, and worse, no one believed me.

Jack claimed to be an orphan, but revised this information later, telling me his father had been in the 'Signal Corps of the military,' as a 'communications specialist.' Interesting.

Like myself, he apparently had become alienated from his family. I kept notes about our interactions, and even saved three phone messages*. Yet, the most important one mysteriously disappeared from my voicemail box (March 2002). Messages sometimes disappear from my email boxes (examples to come).

*Note: I didn't give Jack my number initially, only after I realized he already knew so much about me.

(Interestingly, Bell accidentally disconnected my voicemail service once, when I was adding a new service (July 2003). I lost 22 saved messages, including Jack's. What's ironic (strange, downright weird?) is that I had been telling the customer service rep about the crank calls, saved messages, etc. She knew how important my voicemail box was. There were other anomalies in our conversation. I wrote a lengthy email about this incident last August. Read other phone stuff here, here, and here.)

Power and Mind Games

When I say Jack knew things about me, I don't mean he was insightful about how I am. At one point, I believed I was being stalked and called the police twice from payphones - once from a donut shop, and once from a cyber cafe. Note: I have never called the police before in my life.

Guess who shows up five minutes later, both times? 'Oh, I just happened to be taking a walk and saw you in here.' Uhh, okay. It was almost midnight, I was at a cybercafe, I wasn't sitting near the door, and was partly blocked by computers, so it's unlikely he'd see me (pics to come).

I also had private conversations with people in their homes. Yet, the next time I'd see Jack, he'd repeat almost word-for-word a topic or a snippet of what had been said. He'd subtly slip these comments into our conversation. Once, I even went back and asked a friend for more details about an incident they'd mentioned: it matched the information Jack had described exactly. Sorry to be vague here.

Linguistics

In conversation with Jack, I gained insight into many different things, including why English language usage and development is so prevalent in the world today. Jack has a strong knowledge of English etymology. (Although we talked about various things, inter-cultural politics came up a lot.)

I wondered why English has become the international language of business and education. He said, compared to languages of other successful colonizers, English is easy to command people with.

Colonization is a simple fact of history and exists within every culture and across cultures. For me, it's helpful to understand these things holistically, and to acknowledge both positive and negative aspects.

Everybody seeks some kind of power, in their own way. As I got older, I noticed contradictions between my efforts towards a greater social good, and my own innate desire for quality and improvements. I still struggle to understand and reconcile my dual drives for equality and elitism. Not easy. I now believe hierarchies are natural and necessary. Yet, finding balance is difficult. (More discussion to come.)

Note: English is an amazing language. Not only is it versatile and inclusive, but many words even come from other cultures (eg, French, Hindi, Greek, and so on).

Diversity...Rocks the Boat

Jack's almost encyclopedic knowledge about world affairs was both fascinating and frightening; I remained leery of him.

(Having said that, I did try to help him find a better place to live from listserv postings. I wanted to believe he was a friend. But more than that, I truly wished him well.)

Assuming I was/am under surveillance, it'd be easy for people to see contrasts in how I dealt with Jack, and how I used to be with most people (ie, too open and friendly). The more fearful I became, the more I cleaved onto people who seemed safe and reassuring. It's the ultimate 'Good Cop/Bad Cop' situation. I've since noticed many 'Good Cop/Bad Cop' scenarios springing up - particularly in the past year, and on an increasingly public scale. (info to come) The 'War on Terrorism' is, of course, the ultimate example.

Being an overly communicative person, and far too self-disclosing, I believe it's possible the government may have enhanced their techniques for getting around skeptics, activists, and just about anybody, simply by observing both my social ineptness, and my endless efforts at being believed by other people. (The latter began after my downhill slide into depression.)

The government learned so much about multicultural dynamics through my neurotic and contentious behaviours. While they undoubtedly have had 'inside people' in different ethnic communities all along, I was coming from a different space. Being interested in people of all different backgrounds and persuasions, yet also being emotionally unwell and generally undiplomatic, I sometimes leave a trail of social dissensions behind me. It's my one talent in life, I suppose.

I've also worked in a variety of restaurants offering different ethnic cuisines. These diverse work environments presented many opportunities to study how people responded to me, and sometimes gossiped about me, as I inevitably ticked people off (co-workers and customers).

So, my claiming the government is surveilling me, and actively fostering connections within and across different ethnic communities, may sound like 'conspiracy theory.' Yet, given my unique circumstances, it's not unlikely. For one thing, collecting and distributing alternative news articles about the 9-11 attacks is considered dangerously subversive nowadays.

Suggesting that my computer and internet activities are being tapped is also not earth-shattering news. But what people find impossible to believe is that the government may have enhanced their strategic emailing skills, and are actively penetrating, influencing, and controlling both community groups and listserv politics with the help of electronic eavesdropping, and other forms of surveillance.**

**Note: I first noticed email anomalies on a listserv in 2000; more blatant email activities began this past year.

Intriguing Questions

Wouldn't it be useful to know how to play people off one another, in order to create strategic rifts, social polarizations, and group divisiveness?

Or conversely, wouldn't it be handy to learn how to send emails to rally people around an issue, promote certain causes, build-up a response, and influence opinions, decisions, and activities?

To governments and elites, that is real power.

Why Me?

1) News reports confirm that emails are being increasingly tapped and data mined in Canada, the US, and worldwide. (See this post. Also read about Echelon.)

2) I was once threatened with an investigation. Also, being a prolific emailer, who is critical and outspoken, and embraces many progressive social values, chances are likely my emails would be tapped.

3) If my emails are studied, much could be learned about: a) my thoughts about socio-environmental innovation and change, b) my obsession with communications and outreach, c) the impact, both negative and positive, that emails can have on people and groups, d) how people respond, e) long-term results, and so on.

4) Given such information and power, isn't it likely the government would apply such knowledge towards their own ends??

- Governments do not embrace citizen-activists. If they could shut people up, or turn them away from a cause, simply by manipulating an email listserv, what a useful strategy that would be. (Except if the seeming activists or social leaders are their own plants.)

Language is a powerful tool. With growing gaps between rich and power, dropping literacy rates, and general educational decline, public input and participation are shrinking by the day.

More proof of US-Canada merger

Article from Canada NewsWire:
"New cross-border debit service launched for Canadians" (October 30, 2004).

Having mentioned some of my adventures in becoming a bartender of sorts, I can now tie in a story about cross-border shopping.

Once I realized that my surveillance is possibly being carried out by the FBI, as well as CSIS, my concerns about Canadian sovereignty went up a further notch. This can be seen in my many email rants (to come).

The irony, and obvious personal hypocrisy, is that despite being so critical of the US, and encouraging Canada's need for political autonomy, I got most of my bartending materials from our neighbours to the south.

Financial desperacy was a factor.* Being in rough economic shape, and being utterly desperate to find a job, I went full throttle towards trying to become an excellent bartender. I started looking for second-hand tools and learning aids (used books, CDs, recipes) on eBay, and most sellers happened to be in the U.S. Really, it's more like going to a garage sale, as you're buying one person's used junk - as opposed to supporting companies outright.**

Still, I sensed this contradictory behaviour and my economic disempowerment - in combination with my political views and ideosyncracies - would prove useful to the surveillers, who are NOT politically unbiased or neutral.

I even believe this may be influencing how intelligence agencies are now co-opting everyday citizens and small proprietors, though no one is likely to admit it. It's like mafia extortion.

Security bodies are uniquely positioned: they're part of the government, yet they work independently. They have connections to the powerful elite, whose interests they usually serve. Security bodies carry the weight of authority, yet they can offer useful connections, or other *incentives*, in return for people's co-operation.

What an easy way of 'having eyes everywhere.' They can hinder or harass supposed surveillance targets, with little effort. How? Create incidents (eg, phone calls, passersby, etc); place innocuous taxi drivers on street watch (they have radios, skilled dispatchers, and usually cellphones, surveillance cameras, and possibly GPS (good definition)); collect the person's trash; inspect any mail; have mystery shoppers follow the person and report back (what was looked at or bought)**; slow down or tamper with a person's food order; create chance encounters and new love interests (it really works). The list is endless!

Check out the hidden cameras everywhere (dark red domes). Every conceivable thing about you can be studied. You wouldn't even know it.

My experiences also suggest Big Brother is networking with security guards to do 'extra duties.' Guards are conveniently positioned everywhere. Just think: every office building, learning institutions, malls, libraries, condos and apartments, hospitals, community centres, clubs, etc.

I had mentioned strategic 'security' ties in several emails last year. Then, a few months ago, I heard a radio news story on CKLN 88.1, discussing territory struggles between police and security guards over homeless people in Ottawa. Sorry, I forget the exact details. Personally, I think it was a mock battle. It's funny, how I had made links between these two seemingly unlikely parties before this news event surfaced. (Also see, 'Power begets power' post.)

More importantly, these developments follow upon the important Hub City Mayor's Summit, which has helped connect Canada's major cities. (See summary, and IdeasThatMatter.com.) Police chiefs across the country hold an annual conference, so should major city mayors.

I've often anticipated anomalies or changes in people's situations, based on my suspicions of illegal surveillance and tampering. I wish I'd kept a log of my predictions; people would be shocked. The best I can do is convey what's going on, and suggest how and why these things are being done.

I know I'm just one insignificant being on this planet. To make these assertions seems, at best, self-deluding. Yet through unusual circumstances, and my knack for attracting (mostly negative) attention, I seem to be the focus of intense harassment. Phone calls are only a small part of what's been happening. Keep reading this blog to find out if it's all true...

[Edited below February 2005.]

*For four years of my unemployment, I never relied upon government resources. I was so strung out, it took me that long to even bring myself to an employment centre. Hey, I avoided going out in public for a long time, just to avoid people's unfriendliness. (See February 1, 2005 post.)

**I'm splitting hairs here. Most major stores in Canada are American subsidiaries, anyway. 'Cross-border shopping' was a concern during the late 80s, early 90s, just after NAFTA got pushed through.

***I have bought and obsessively carry certain items to help me: a) keep track of the harassment, b) protect my correspondence, and c) help me communicate with others. I'll be posting a list.

I have all my financial records, dating back to 2001. For two years, I even kept all my receipts - right down to bubble gum purchases.

Reality, illusion, and barkeeping

For those who may have read about my home bar, I didn't even mention how I made it...

Not able to afford the 'good stuff' to practice bartending with, I went and collected empty bottles from recycling bins at local bars in the dead of winter...brrr. Thirty-plus bottles later, a good scrub with soap, add water and food colouring, get a cheap shelf from Zellers, and presto - HOME BAR! :)

Backpacking has definitely helped me to become much more aware and resourceful. When one is truly without, one doesn't waste. Sometimes, I wouldn't even throw out used twist ties!

Unfortunately, I don't think I've let go of this 'roughing it' mentality. I am still without heat in my apartment so far this fall. (More later.) Honestly, the things I put up with, most people I know wouldn't even tolerate.

As for the bar...I've got lots of used books and some neat tools, but the bar itself is mostly illusion. Can't drink like I used to, so it's probably just as well.

Thoughts on wellness

As you can imagine, I'm not a fan of large institutions. In my struggles with depression, therapy, support centres, school, and other things, I've come to see people who've suffered - particularly those with mental health issues - in a whole new light. Formal institutions don't foster much compassion, and they generally don't acknowledge the inner knowing that one develops through hardship. Nurturing spiritual integrity is vital, yet this is actively discouraged by institutions.

We need NEW ways of organizing and interacting. It IS possible to be holistic, inclusive, productive, effective, and efficient, all at the same time.

Being popular ain't what it's cracked up to be

Out of town calls

Had a number of calls from London, Ontario - yet none are for the same person or company. Received these two this past week. Also have a couple on audio tape from way back.

Another marketing call

Another marketing call, below. Had other calls these past two weeks, but not worth posting. I'll explain the context and *timing* for other marketing calls when I get time.

It could very well be an innocent message - but the timing is odd: lots of maintenance going on in my building, I'm getting subtle signals to move out, and other stuff. Anyway, you've gotta hear this voice...

Sell your house

this is an audio post - click to play

The message itself means nothing. But issues of where I'll live this winter are kind of hanging in the air.

Besides the usual surveillance stuff, I'm getting subtle intimidation from the new-ish maintenance guy, who's conveniently moved into the building.

I've also had heating problems the past four winters, and I have arthritis.

Then, my landlord gave me notice of a rent increase, BUT it came earlier than usual - on a day where I was clearly being harassed (in July). And the effective date begins in December, instead of September, which is when my lease originally began. The past three rent increases all began in September.

There could be a logical explanation. Maybe they're streamlining everybody to a year-end date for rent increases? But somehow, I don't think so.

This may all sound petty, but you had to live in my building the past few years to appreciate how ridiculous the game-playing can be. Hearing other tenants have screaming matches with the landlord was a regular event. Things have changed, but this was the original context.

I still don't think my landlord is behind all this stuff. To have so many people call from various places (or have calls misdirected to my number) is an activity that requires resources and influence.

My home bar

Dear blog reader:

Reading my 'adventures,' you might think my landlord is behind all the harassment. That's logical. Many other people assume this, too.

But it's more complicated than that. Problems in my building began long before I moved in. Several tenants had warned me.

Yet, the original landlords were far too money-conscious to go to such lengths to harangue me. Meanwhile management has changed hands (sort of), but I continue to receive 'special attention,' despite being a law-abiding tenant.

Strange incidents and interactions I experience are only possible through surveillance. They are of such a level of access and complexity that no landlord would possibly bother, nor would they have the necessary connections. Bottom line: I pay my rent.

Check out this message:

Bigland Farm

Another wrong number. What's strange is the *timing*.

I actively pursued bartending as a possible job for a year (December 2002 to November 2003), but put this on hold for various reasons. Yesterday, one year since my last bartending job, I finally started packing up part of my home bar to create more space. I got the message above the very next day. '

'Chinese Black Wine.' What are the chances??

----------------------------------------------

Further notes:

Being constantly harassed wears a person down. It's a breaking of spirit. I have, for example, gotten calls that seem to rub in the fact that I'm broke, unemployed, and so on.

Both a week before I got the call above, and a few days after, I received several calls for work (3 paid, 1 voluntary). Each time I called back, turns out they didn't need me after all. (Ha-ha.)

Here's where my ability to 'predict' things comes in. I knew I was being baited, each time, so I fully expected nothing to come of it.

How is that possible?

Each place that called me was one I had previously suggested may have involvement with the government. I had even written about three of these organizations, indirectly. Sound delusional? Maybe.

It's difficult for people to grasp how bold security bodies have become in approaching people and organizations in a post-911 world. All in the name of 'security.' I'm sure they already had well-placed 'plants' to begin with. Control is key.

I'm not the only target, obviously. Many people - particularly certain types of activists - get similar crap as I do. But perhaps the symbolism and psychological baiting aren't always apparent to them. Or they may not be as compulsive as I am in recording things.

Hey John Clarke and OCAP, I think you're all under surveillance and fully infiltrated. (Read Toronto Life's 'Uncivil Disobedience' by Catherine Dunphy, September 2004. Magazine version only.)

One reason I may notice surveillance more is, I started off as a unique case. I've been emotionally unbalanced. Being threatened with an investigation probably led to surveillance, and then, unbelievable invasions of privacy, harassment, and even pyschological terrorism. Seriously. I almost went over the edge; others have died.

I think race is also a factor. Take, for example, activist Jaggi Singh: he was quickly targeted during the FTAA protests, and was by far one of the most persecuted.

For the record, I've committed no crime. I'm a hard-working person and have always done honest labour. Yes, I'm desperate for a job, but I also donate my time and efforts freely to others.

Harassing me has paid off handsomely for intelligence agencies. My rants on various subjects and contentious interactions have likely helped the government finetune their ideas and approaches for controlling racially-diverse social situations - be it organizations, various ethnic communities, listservs, and so on. That's why I feel I'm able to recognize their tactics - they often resemble things I've mentioned, done, or experienced before.

Power begets power

Just two days after my post, 'Inner workings of capitalism and surveillance' (September 19), front page news stories reveal the federal government's plan to sell off $3 billion worth of Ottawa buildings to generate funding.

Ottawa plans to sell property to fund social spending
http://tinyurl.com/5gjb9

Landlords plan welcome mat for Ottawa
http://tinyurl.com/5nt2y

This should be a big red alert. With governments and big businesses working so closely with one another, where does that leave the average citizen? I'd say, fresh out of luck.

A radical move like this throws people for a curve. On the surface, it appears altruistic, with funds being specifically promised to healthcare and urban development. Yet it's interesting how well this proposed action fits with my theories about US-Canada integration. Indirectly, it may also support my assertion that surveillance and social control methods are being used to both speed up the integration process and shut down social resistance, grassroots autonomy, and public consultation.

Madness, you say?

Running a government is like running any type of organization. Reading a bit about organizational learning these past few years helped me realize this. I wanted to know how we, as a society, might facilitate healthy, holistic learning, and also, how people might become more socially and/or economically empowered through co-operatives and other collaborative endeavours. (See 'Post from the Past...'.)

Conventional wisdom suggests that selling off major property opens up the government to irreversible dependency upon the tides of capitalism, which as we know are seldom kind. The recent carrot-dangling emphasis on healthcare by the Liberals is just as bizarre. Since when has public healthcare become so important to the Liberals? And urban core development? That's never even been a point of discussion. On the other hand, divesting core power, while building up city development, would suit America just fine.

There's much more I could say about all this, but it'll have to wait...

[Edit: I don't generally read newspapers and don't have a TV, so I theorize about politics in relative ignorance. Yet eleven days after my post, this front-page story appeared:"Ontario doctors offered pay hike," Toronto Star (October 14, 2004). In searching for the article link, also came across this story: "Deal could hurt Medicare in long run," Toronto Star (September, 21, 2004).]

Here's an article about the US cybersecurity chief, which I read today. It reminded me that privacy is definitely on the way out, and also raised alarm bells for me in these areas:

- blurring lines between state and private sector
- absolute power should be questioned
- 'cybersecurity' means internet control and privacy invasion
- loss of democratic rights and freedom.

Editing recent posts

Weblogging isn't a good medium for impulsive writers or compulsive editors like myself. (Not to say I'm a 'writer' or an 'editor' - am merely describing the activity.)

Anyway, I'm constantly adding new things to existing posts. Please see 'Websites and Helicopters' (September 25) for clarifications on the Citizens' Inquiry into 9-11 conference.

Please also see 'Being Holistic, and Being Oneself' (September 18) for some thoughts on the incredibly sad loss of environmental activist Tooker Gomberg, who passed away in March.

(CBC article on Tooker Gomberg, and a poem by Randy Kay.)
